Background of the Study:
Economic sanctions are widely used as a foreign policy tool to influence state behavior and promote domestic reforms. In the case of Iran, sanctions have been implemented by various international actors in response to concerns over nuclear proliferation and human rights violations (Hassan, 2023). These sanctions are designed to exert economic pressure, thereby compelling domestic policy changes and fostering reform initiatives. The interplay between external economic pressure and internal political dynamics creates a complex environment where sanctions can both drive reform and trigger unintended economic hardships (Farahani, 2024). This study examines the multifaceted impact of economic sanctions on domestic reform efforts in Iran, analyzing the channels through which sanctions influence political decision-making and institutional restructuring. The research considers the historical context of sanctions, their evolution over time, and their differential impacts on various sectors of the Iranian economy. Statement of the problem:
Despite extensive use of economic sanctions on Iran, there is limited consensus on their effectiveness in promoting domestic reform. While sanctions aim to encourage policy shifts and institutional changes, they have also contributed to economic instability and social unrest (Karimi, 2023). The divergent outcomes have raised critical questions regarding the efficacy of sanctions as a tool for inducing long-term political and economic reform. This study seeks to address the gap in literature by evaluating the direct and indirect effects of sanctions on domestic reform processes in Iran. It critically examines the mechanisms through which economic pressure translates into political change and identifies the factors that mediate the success or failure of these interventions (Azizi, 2024).

Significance of the Study:
This study offers valuable insights into the complex relationship between economic sanctions and domestic reform, contributing to policy debates on the use of sanctions as an instrument of change.
